Benefit-to-Cost Analysis of Connect Westchester
The STEM Alliance, as the Lead Partner in Connect Westchester, retained Camoin Associates to measure the Benefit-to-Cost Ratio and return on investment Westchester County’s (NY) Connect Westchester initiative. Connect Westchester is a digital navigator program that provides high-need residents with digital skills training, computing devices to own, and assistance enrolling in free/affordable internet. This analysis aims to provide an assessment of the program’s total value of services to Westchester residents that result from bridging the digital divide and providing pathways for all residents to use technology to participate fully in today’s economy and society. Key findings on benefits to the county include:
- Devices and Connectivity: $744,000 in Total Value to the County
- Telehealth: $282,000-$355,000 in Savings
- Income Effect: $3.05 Million Increase in Household Income
- Cost Benefit Effect: $4.16 Return on Investment per $1 Invested by Year 3
