Employers are having more difficulty this year in finding staff workers with specialized skills than they did last year, according to a Manpower Group report on employee shortages.

Between October 1 and 31, 2025, Manpower conducted global interviews of 39,063 employees in 41 countries, which reported similar trends.

A total of 520 employers were interviewed relating to job prospects in the first quarter of 2026 in Greece, with 84% of the employers reporting difficulties in hiring specialized staff, up 2% compared to 2025.

Greece is one of three countries facing the highest shortages of all 41 countries queried. Slovenia topped the list at 87%, followed by Greece and Japan at 84% each.

In addition, and unlike other countries, shortages affect nearly all sectors of the Greek economy.

“The further rise in talent shortages in Greece is linked to the simultaneous rise in demand for technical and digital skills, the acceleration of investments in basic sectors such as construction and industry, and the continuing divergence between market needs and available, applied skills in the workforce,” according to Manpower.
