The National Information Technology Development Agency (NITDA) has described the successful conclusion of the 18th International Conference on Theory and Practice of Electronic Governance (ICEGOV 2025) as a defining milestone in Nigeria’s quest for digital transformation and a knowledge-driven economy.

The four-day global conference, held in Abuja under the patronage of President Asiwaju Bola Ahmed Tinubu, brought together government leaders, scholars, innovators and development partners to explore how digital governance can accelerate sustainable development and economic diversification.

In a statement, NITDA noted that hosting ICEGOV 2025 underscored Nigeria’s growing influence in the global digital governance ecosystem and directly advanced the Tinubu administration’s priority of driving industrialisation and economic growth through technology and innovation.

Organised by the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV), the conference attracted experts from academia, government, civil society, and the private sector to exchange ideas and shape policies for inclusive digital governance.

This year’s edition, the first to be hosted in Nigeria, positioned the country at the centre of global discussions on digital transformation.

According to NITDA, the record participation reflected the depth of Nigeria’s intellectual capacity and the progress made through sustained investments in research, innovation, and digital skills development.

Out of 151 scientific papers submitted by 308 authors representing 33 countries, emerging economies contributed 68 per cent of the research outputs. Nigeria led global participation with 102 contributing authors, followed by Brazil, India, Portugal and Greece.

NITDA observed that such strong representation demonstrates the impact of its long-term strategy of funding digital research, nurturing local talent, and fostering a robust technology ecosystem. These efforts continue to yield international recognition for Nigerian researchers and institutions.

The conference also celebrated outstanding academic contributions through its Best Paper Awards. Among the winners was Robert Ifeonu of the Central Bank of Nigeria, who clinched the top prize in the Research category for his paper, “Micro-Transformation Framework for Public Sector Innovation: Catalysing Resilient, Outcome-Driven Digital Governance.”

NITDA stated that this recognition highlights Nigeria’s leadership in developing innovative digital governance frameworks with measurable socio-economic impact.

In her closing remarks, the director of UNU-EGOV, Prof. Delfina Soares commended NITDA director-general, Kashifu Abdullahi for his early support and strategic vision in ensuring that ICEGOV 2025 was successfully hosted in Abuja.

She acknowledged that the partnerships and sponsorships coordinated by NITDA enriched the conference’s quality and elevated Africa’s visibility in global digital governance research.

NITDA further highlighted that beyond its intellectual and policy gains, ICEGOV 2025 delivered tangible economic and reputational value to Nigeria by attracting international delegates, stimulating partnerships and opening new pathways for investment and collaboration in the digital economy.

According to the agency, insights shared during the conference will guide ongoing efforts to improve public service delivery, strengthen regulatory frameworks and accelerate Nigeria’s digital transformation in line with the Federal Government’s diversification and industrialisation goals. 

As the conference drew to a close, NITDA reaffirmed its commitment to sustaining the momentum generated by ICEGOV 2025, pledging to ensure that Nigeria not only participates in global digital governance conversations but actively shapes their direction through innovation, collaboration and policy leadership.
