Pima County recognized nationally for digital inclusion with Visionary award | Community
PIMA COUNTY, Ariz. (KVOA) – Pima County’s Office of Digital Inclusion (ODI) has been recognized as a 2025 Visionary Digital Inclusion Trailblazer by the National Digital Inclusion Alliance (NDIA).
This honor is awarded to 37 of the 58 recognized entities for their leadership in fostering digitally inclusive communities through innovative strategies. The ODI’s mission is to bridge the digital divide by providing residents with access to affordable high-speed internet, devices, and digital skills training.
“Pima County is invested in providing the tools, skills and resources people need to fully engage in our economy and our society,” said Michelle Simon, ODI Director. “Striving to be a Trailblazer keeps us focused on the efforts needed to achieve the goal of digital inclusion for our community members.”
The recognition marks the second consecutive year that ODI, established in August 2023, has earned Visionary status. Angela Siefer, NDIA Executive Director, emphasized the importance of local government involvement.
“Nonprofits, libraries, churches, and other community organizations can’t reach digital equity on their own. For everyone to thrive in today’s digital world, we need all hands on deck,” Siefer said.
ODI’s Connect Pima action plan aims to enhance digital connectivity for County residents. The digital navigator program assists eligible residents in accessing affordable high-speed internet and devices, complemented by digital skills classes. Graduates receive a laptop upon course completion, thanks to support from community partners.
Additionally, ODI is enhancing broadband infrastructure by leading a $30.3 million grant project from the NTIA. This initiative will construct a 134-mile open-access fiberoptic ring around Pima County’s urban core, with completion expected by June 2028. This project, funded through the Infrastructure Investment and Jobs Act, aims to deliver high-speed internet to historically underserved areas.
The Trailblazer program evaluates applicants across seven categories of best practices, verifying materials for accuracy and community impact. Information is shared on NDIA’s website, providing resources for community advocates and local governments to develop their digital inclusion solutions.
