As the nation celebrates Children’s Day, the focus is shifting from children as passive consumers of technology to curious creators and future entrepreneurs. In Goa, the Department of Information Technology, Electronics and Communications (DITE&C) is actively paving the way for a digitally empowered future, recognizing children and digital progress as twin pillars of the state’s growth.
The Three Pillars of Goa’s Digital Vision
Goa’s strategy is comprehensive, ensuring equitable access, fostering innovation, and building sustainable infrastructure.
Pillar 1: Equitable Access and Skilling
DITE&C is making sure that digital opportunities are available to all, regardless of background:
- Free Laptop Distribution Scheme: This critical initiative provides laptops to meritorious SC/ST students, promoting academic excellence and bridging the digital divide by ensuring access to higher education and learning resources.
- IT Knowledge Centers (ITKCs): These learning hubs, set up across all talukas, provide hands-on training in essential future skills, including coding, artificial intelligence (AI), and emerging technologies.
Pillar 2: Nurturing Campus Entrepreneurship
With Goa already home to over 700 startups, the state is focusing on channeling college-level talent into entrepreneurship:
- Campus Innovation Scheme: Launched under the Startup Policy 2025, this scheme directly encourages students to build innovative projects and promotes an entrepreneurial culture within campuses.
- Financial Support: The scheme provides crucial financial assistance of up to ₹50,000 to help students scale their innovative projects from idea to reality.
Pillar 3: Future-Proofing with Infrastructure and AI
The state is establishing a solid foundation for the next generation of deep-tech companies:
- Goa AI Mission 2027: This ambitious plan lays special emphasis on skilling. DITE&C plans to integrate AI courses in educational institutions, establish the Goa AI Academy, and host regular AI bootcamps, masterclasses, and hackathons.
- Electronics Manufacturing Cluster (EMC): Goa’s first EMC has been set up in Tuem, providing plug-and-play industrial facilities for localized manufacturing in electronics, drones, IoT, and cleantech, thereby building a sustainable infrastructure ecosystem.
